中国海关GDSN数据共享实施指南（China Customs GDSN Initiative）

随着中国进出口商品种类、数量的快速增长，如何提升监管效能和通关效率成为海关面临的新挑战。为提升企业进出口申报信息化、智能化、规范化水平，中国海关总署决定自2019年8月1日起在全国推广“单一窗口”商品申报功能，标志着海关在商品条码申报应用上迈出重要的一步。 

With the rapid growth of China's imports and exports, improving the efficiency of supervision and customs clearance has become a new challenge for customs agencies. In order to enhance the informationized, intelligent and standardized import and export customs declaration,   the General Administration of Customs of the People’s Republic of China (GACC) rolled out its new "single window" declaration system on August 1, 2019, marking an important step forward in adopting GS1 barcodes in customs clearance. 

2018年7月，海关总署与中国物品编码中心签署战略合作协议，并建立进口商品数据资源的协同共享模式，共同推动商品条码在通关环节的应用。通过建设条码信息数据库，覆盖原料构成、品牌、规格型号、原产地、用途等多维度商品信息，企业在进出口有条码信息的商品时，只需在“单一窗口”系统中申报商品条码即可自动识别商品，实现对归类、原产地、规格等申报要素的自动采集。 

In July 2018, a strategic cooperation agreement was concluded between GACC and GS1 China, who then jointly established a collaborative model of sharing data of imports so as to promote the adoption of barcodes in customs clearance. Based on the recently established barcode information database which covers multi-dimensional commodity information, including ingredients, brand, specification, country of origin, uses, etc., an imported or exported product can be automatically identified and its declaration elements such as classification, country of origin and specification can automatically appear in the “single window” system as long as its barcode is provided and such barcode information exists in the database. 

海关总署已采用并实施GS1全球数据同步网络(GDSN®)，通过GDSN接收来自海外供应商的商品属性信息，建设以商品条码为关键字的中国进口商品数据库，帮助企业实现高效通关。 

GACC has implemented the GS1 Global Data Synchronization Network (GDSN) to receive trade item attribute information from overseas suppliers as the basis of the Chinese imported product catalogue in its dedicated system, to ensure that efficient customs clearance can be achieved.
